In recent years, many cities of China face the rain water problems including frequent waterlogging, runoff pollution and rain water wasting. Particularly in cities lack of water resource in North China, groundwater recession has seriously influenced the ecological environment of the whole area. In face of the serious risk of water safety, traditional urban water management mode is unable to meet the demand of urban development. In June 2013, Ministry of Housing and Urban-Rural Development issued Integrated Planning Outline(below as the Outline) of Urban Drainage(Rain Water) and Waterlogging Prevention to direct the planning of waterlogging and drainage in all cities of the country, the Outline raised many advanced concept of drainage, added new contents including drainage risk evaluation, runoff control and waterlogging prevention system planning etc.By studying the theories of urban rain water utilization at home and abroad, combining with the researching, data processing and aggregate analysis of current drainage condition of Xingtai, this article draw on the experiences of rain and flood management in China and abroad, utilize the advanced construction concept of low impact development, supplement the Integrated Planning of Xingtai Urban Drainage(Rain Water) and Flood Control(2014-2020), and offer feasible proposals and measures to the controlling of urban rain water runoff and resourced utilization based on the realistic condition of water environment in Xingtai.This article is organized in four chapters to summarize the research background of the subject, purpose of the research, and research status at home and abroad, try to point out the problems in traditional urban rain water management, and raise the main research content of existing problems. By analyzing and comparing the distribution characteristics of rainstorm in central urban area of Xingtai, the Rain water resources distribution is made clear. Combining with urban drainage and waterlogging prevention status of Xingtai, analyzing and summarizing the main characteristics, this article concludes the problems existing in urban drainage and waterlogging prevention of Xingtai, and it also tries to analyze the reasons of poor drainage condition cased to the neighboring areas. Based on related principles and standards as well as investigating on the realistic conditions, this article proposes the detail operation of urban rain water runoff control and resourced utilization methods.
