The subway construction in our country has entered the rapid development stage.Subway construction sites are narrow, construction technology is complex and poor characteristics that result in many unsafe factors exist in subway construction.There are always defect during the subway construction enterprises safety management, these unsafe factors are likely to cause safety accidents and casualties and economic losses. So this article is based on maturity theory to build a subway construction safety management maturity model and evaluated it in order to assess the level of safety management of subway construction. According to the evaluation results,we can identify the weaknesses in safety management process and propose improvement measures to provide scientific guidance for subway construction enterprise.On the base of five management functions,we break down the process of subway construction security management, and then build a four-level evaluation system of subway construction enterprises safety management maturity: in the criterion layer,there are four indicators which are planning, organization, leadership and motivation,control;the primary index layer includes 11 key elements which are belonged to the four indicators in the criterion layer;the secondary index layer includes 32 key practices which are belonged to the 11 key elements in the primary index layer.Second, refer to the grade of Capability Maturity Model(CMM) and K-Project Management Maturity Model(K- PMMM),we divide five ascending order from low to high levels to describe security management maturity: confusion level, simple level, standardized level,quantifiable level and optimized level, we definite for different characteristics every maturity level. Then, depending on the index system,we use triangular Fuzzy AHP to determine the index weight, and thus preclude quantify the comprehensive evaluation of maturity by Vague set. According to the results, we make the key practices status profile for analysis so we can provide improvement plans for safety management key practices.In our improvement plans,the indicators in the B area is the most in need of improvement;the indicators in the C area is the second in need of improvement;as for indicators from A area and D area, mainly need to maintain current levels and under dynamically attention.Finally, using the subway construction safety management maturity model to assess iron X Branch Bureau urban rail safety management maturity,we can see that by using the model we can evaluate the the actual situation of the various elements construction enterprise safety management in the process of production.Finding out the short board of safety management through quantitative methods will provide basis for business process improvement.However, with the development of science and economy,the demand for safety management in subway construction enterprises are changing,correspondingly, the characteristics of each level in the maturity model as well as the evaluation standard of every key practices are changing, we should continuously pay attention to these change in the further research in the future. At the same time, due to the sensitivity of the security problem itself, the collection of raw data is very complex and difficult,as a result,there might be lack of comprehensiveness during the data collection and investigation, which is needed for further exploration.
