The rapid development of electronic industry actuating the birth of a batch of large-scale electronic industrial plants and electronic industry cluster.The paper aims to evaluate the safety management level of large-scale electronic industrial plants’ project construction,and diagnose the key problems of safety management missing,so as to make improvement plan and implementation and promote site safety management to a continuous improvement state.Based on project characteristics and site safety management at actual operation situation,by using the questionnaire survey,combination of practice and theory,and comparison of standards,the paper researches the structural framework,elements,and the application process and so on.In this paper,the research on large-scale electronic industrial plants’ project construction safety management maturity model(PC-SMMM)is carried out from the two main lines of model structure and model operation cycle,and engineering case:(1)Construct the structure of large-scale electronic industrial plants’ project construction safety management maturity model.Based on the definition of maturity of the concept of domain,supporting system and process improvement stages,we discuss and formulate the concept-framework of large-scale electronic industrial plants’ project construction safety management maturity and structure diagram of internal model,so as to demonstrate the application process of model and the relationships between elements of the model.(2)Construct the operation cycle of large-scale electronic industrial plants’ project construction safety management maturity model.Based on the creation of best practices dirctory of large-scale electronic industrial plants’ project construction safety management maturity model,which is combined with fuzzy comprehensive evaluation method,causal analysis,time management prioritization matrix method to illustrate knowledge system of evaluation,assessment and improvement module to establish analysis method of key points,method for determining priority order and improvement way of continuous improvement system of safety management mutuality.(3)Engineering case study.By introducing safety management of construction projects of the concept range of large-scale electronic industrial plants’ project construction safety management maturity and the example of Fuzhou,Beijing Over East production-line project 8.5 generation of semiconductor display device,we use the model of PC-SMMM to verify its applicability and professional.Large-scale electronic industrial plants’ project construction safety management maturity model(PC-SMMM)provides a maturity improvement way for the safety management of the project and enhance the safety management to the strategic level.This model raises the whole project safety management by putting a single project safety management into the overall environment of safety management.At the same time,this model not only helps management staffs to fully understand the safety management points,but successfully achieve the goals of safety management by adopting the optimized structure method of safety management of division Engineering,individual projects and construction projects.
