In recent years, with the rapid development of China’s economy, energy crisis and environmental problems have become increasingly severe. As one of the three main energy consumption, Building energy consumption rose sharply. In our country, the energy consumption of residential buildings in heating areas is much higher than that in building energy consumption.So the importance of energy saving reconstruction of existing residential buildings in heating areas is increasing. Currently, the work of energy saving reconstruction of existing residential buildings funded by the government have begun to carry out. Because of the huge transformation area, due to the limit of the money and energy of government, the mode funded by the government is limited.Market oriented approach has become a breakthrough in the transformation of existing residential building energy conservation. Thus the Energy Management Contracting(EMC) as emerging market mechanism has become the key to promoting China’s existing residential building energy saving transformation work. However its development and implementation has been restricting factors of politics, economy,technology, management and other aspects, which makes the reconstruction project has great risks. Therefore, this paper make some related research on the project risk management.Firstly, this paper analysis the risk of the existing residential building energy-saving project under the mode of energy management contract in our country.The analysis includes the energy-saving and energy-saving process related to the subject,summarizes the characteristics of both residential building energy-saving projects. Doresearch on risk management in the perspective of energy saving company.In the process of project risk identification, based on work breakdown structure(WBS)and risk breakdown structure(RBS)analysis identified potential risk factors, at the same time, the combination of questionnaires and interviews to pick out five first level indexes and 15 secondary indicators, the establishment of risk evaluation index system.Considering the interaction between project risk factors, establish the grey network analysis(G-ANP) risk assessment model. Using super decisions software(SuperDecisions) summary of the survey results and interviews with experts opinion,determines the project risk index weight and are sorted and analyzed. Through empirical analysis verified this risk identification and evaluation methods of scientific rationality,the risk indicators to determine the weights of rationality. Finally standing in the angle of energy service companies respectively from different stages, main risk and establish risk management operating system, three aspects put forward the risk control measures,in order to provide reference for energy services company successfully carried out energy-saving reconstruction project. It offers good help for the development of our country’s energy-saving emission reduction.
