By the end of the 12 th Five-Years plan, the investment of transport in China still maintain steady increase, and the Western region became the main areas where highway paved. In the 13 th Five-Years plan,the demand for road asphalt will also increase greatly, and it is expected that the requirement of modified asphalt for Western Highway construction and maintenance will create huge market requirement of modified asphalt industry and stamina of strong growth. Inner Mongolia autonomous region, will take the important responsibility to implement the strategic plan and requirements of national transportation. During the 13 th Five-Years, the tasks of highway construction are heavy and the requirement of asphalt is in huge amount. In the condition of cannot change the mode of decentralized purchasing currently, the formal of asphalt production enterprise and the asphalt suppliers of Inner Mongolia autonomous region must face the reality, actively taking responsive measures, that is tapping potential from enterprise itself, to reasonable control, reduce the cost of the production of modified asphalt, while ensuring the quality of modified asphalt.This paper studies a standard company which product modified asphalt in Hohhot of Inner Mongolia, which is the main supplier for major traffic construction projects in the Inner Mongolia autonomous region. From the rise into the maturity in the Inner Mongolia market of modified asphalt, after more than ten years of development, accumulation, constantly summary and comparison, this enterprise researched a lot of financial and production data in recent five years, and analysis the difference in price and performance of modified asphalt formulas which made of different base asphalt, to found the most suitable formula for Inner Mongolia autonomous region. This paper studies the single case to discovers the common regular, to provide references and recommendations for other production enterprises which is in Inner Mongolia not only to control and reduce the cost, but also to improve the performance of modified asphalt.
