As a high quality service of transportation in passenger traffic system, taxi effectively meet the changing travel needs of city residents, and has become an important part of passenger transportation system at most of the cities in our country. But with the steady development of the taxi industry, the contradiction between supply and demand gradually appearing at the same time. On the one hand, with the steady development of social economic and the accelerating of the urbanization process, the requirement of the quantity and quality of the city residents have great changed, there not only have basic travel to meet their needs, also require more demand for high quality service traffic mode. On the other hand, determining the reasonable number of taxi, not only to meet the needs of city residents personalized travel demand, also need to consider the interests of taxi driver, and the travel style of taxi and other urban passenger transport mode, and the problems about coordinate development between road infrastructures. Therefore, how to scientifically and reasonably determine the number of taxi, and how to maximum meet the urban travel demand, and diversification of the traffic demands are the important problem faced by the management. Therefore, this paper were exploration and research the problem about taxi quantity.Based on the summary of taxi supply and demand status and related theory, this paper builds a framework analyzing taxi supply and demand balance. Then it analyzes the factors that influence the taxi supply and demand from the city traffic system, social economy and city space. With the theory of balanced supply and demand and utility theory, a method about taxi travel demand changes is proposed to calculate the number of taxi from residents travel behavior basing on taxi number method under fixed demand conditions, which considers the relationship among the demand of taxi and the waiting time of the passengers and the driver’s income. Finally, using the paper method to calculate the taxi number of Xi’an, the result is that changes in the taxi number can increase taxi travel demand and the taxi number in changing demand is bigger than fixed demand, and the taxi number is in a reasonable range considering the taxi driver income constraint.
