However, to the 20th century, with the increasing differentiation of isolating, this together with the need become materialistic. We isolate to each other and self-protection useing of community instinct rather than create a world community culture which is rich and varied blend of each other. The important task we face now is to rethink the sense of community. In the foreign country Settlements club has played a significant role in changing the sense of community, enhancing the exchange of local residents, and establishing a good neighborhood. But looking at the development of domestic settlements club, it is emerging an entirely different story: Some clubs are idled as the same of debris since the date of the completion, and some clubs have changed the face of the original used to other purposes, and some clubs have been leased as a goods by developer for profit…As the settlements club has a short-term development history in our country, there is not a clear definition for them, but also the lacking of systematic research. This paper attempts to explore the needs for settlements of physical and spiritual from the clubs and the impact of the demand for the design of the clubs from the living consciousness, consumer awareness. At the same the paper tries to summarize the guidance standard to provide a reference for the future designers and developers to design the club. Firstly, paper defines the study content and reviews the historical origins of the settlement clubs as well as its development process, and tries to explore the role of settlement club.At the same time ,this paper analysis the development status and the existing problems Combined with the typical examples of Wuhan City's settlements club. Then this paper explores the causes and reveals a general law from the developers, operators and the residents. Then this paper introduces the concept of income elasticity of consumer demand and establishment Income elasticity of demand model, trying to find the relationship between the design of club and people's income in order to carry out categories in economics for various functions of the clubs.On this basis, referenceing successful experience and patterns of public service facilities and clubs configuration from home and abroad , this paper proposes appropriate recommendations for functional orientation, the overall size,configuration items, configuration, management methods, sustainable development for wuhan settlement clubs. The writer also appropriates recommendations on how to achieve the most optimal use in clubs, creating a settlement in which residents full of belonging, comfort and pride.At the last, the article concluds a conclusion that settlement clubs should be operated in business model, managed in the scientific methods, and served in the Public mind. At the same time, this paper forward looking views for the future development of the Settlements Club...
