This paper first introduces two kinds of common travel behavior investigation methods, such as revealed preference(RP)and stated preference(SP),and their respective advantages and disadvantages are compared with the frequently used investigation measures. In order to investigate the future trend of the change of traffic conditions in Laos, the characteristics of the residents' travel mode selection and departure time selection behavior after the introduction of BRT and traffic demand management(TDM)policy are analyzed.Taking the Vientiane CBD area as an example, the residents' travel behavior investigation program was designed. The first part is the collection of social demographic characteristics(RP),the second part of the current daily travel behavior and the attitude of the urban transport policy(RP),the third part contains on the different traffic policy(SP)under the future travel behavior of the problem. In order to improve the urban traffic policy,to understand the travel behavior under different assumptions, such as the introduction of rigid and soft policies in Vientiane, and to determine the key factors that affect this behavior, this paper examines the possible impact of staggered working hours by adjusting passengers' Departure time and encourage car users to turn to new public transport services---BRT.In the Vientiane CBD area, the model assessment was carried out by randomly collecting the survey data.Taking into account the future trends of socioeconomic status(eg,factors such as income growth),the behavior of residents' choice and departure time is analyzed by the method of traveling intention(SP).Finally, the nested Logit model(NL)was used to estimate.Measures to reduce road congestion through hard-union policy(BRT)and soft-staggered working hours(SWH),combined with socio-economic changes, indicate that if the income level remains constant, about 50% of people will choose BRT.But if the income doubles(which may happen in the near future),many people will not choose BRT but choose a car.In addition, the level of service for BRT,such as travel time and service level,is critical to the use of BRT in the Vientiane range(hard targets). In addition, changes in working hours will significantly change people's departure time. Therefore,BRT and SWH joint policy will effectively reduce the proportion of cars and motorcycles.
