Study On Spatial Layout Optimization Of Public Service Facilities In Central City Of Xi'an Based On Urban POI Point

China's urban is developing into a new period,from the population and the space scale to focus on the development of urban connotation and quality 3 by paying attention to the management of material and physical space and the construction of the city culture and spirit,from economic development to focus on the improvement of social democracy and the quality of life of residents,from extensive and centralized urban management to the refinement and scientific decision-making management.In 2012,the 18th National Congress proposed to "optimize the pattern of land and space development",emphasizing the coordinated development of three space,that is,the production space intensive and efficient,living space livable moderate,ecological space is beautiful.In 2015 Central City Work Conference,it is clearly pointed out that "to improve the livability of urban development",and the "livable city" as the main theme of urban development.In January 2017,the State Council promulgated the "13th Five-Year Plan" to promote the equalization of basic public services."It is necessary to improve the basic public service system,improve the institutional mechanisms,and improve the construction on educational opportunities,employment opportunities,medical security,pension mechanism and housing security.Therefore,the goal of public service function optimization is how to optimize the layout of public service facilities and facilities availability,improve people's satisfaction with life,so that people living more convenient and comfortable in the city.Based on the above purpose,the article summarizes the relevant research and related concepts and theoretical basis at home and abroad,and summarizes the public service facilities from accessibility,full coverage and completeness.First of all,understand the current classification and allocation of public service facilities,summarize the shortcomings,and find out the new requirements of the public service facilities in the new era.Secondly,on the basis of empirical research,analyzes the present situation of various public service facilities in Xi'an by using GIS spatial kernel density analysis method,and summarizes the existing problems and influencing factors.Thirdly,based on the division of urban life circle,the public service facilities are divided into two categories:urban and community level.The evaluation index system of spatial distribution is determined by AHP(analytic hierarchy process),and the evaluation results of two kinds of public service facilities are obtained.Finally,based on results proposed public service facilities optimization strategy,select the typical case for step analysis.Through the research,the following conclusions are drawn:1.The spatial density distribution of public service facilities in central urban area of Xi'an presents "one ring>second rings>third rings",forming two core areas,namely,the inner and the southwest of second rings,and in the northern part of the city Caotan and the southern space Hangtiancheng lack of public service deputy center,can not effectively alleviate the old city facilities service pressure.Among the factors influencing the layout of public service facilities,the density of road network,population density and land value are positively related to the density of public service facilities.2.1n view of the macroscopic perspective,there are gaps in the planning of the specific implementation of public service facilities,this study based on the theory of living circle,Xi'an will be divided into four living areas.The combination of public service facilities and living circle can be divided into urban life circle and community life circle3.By combining public service facilities with urban land types,educational facilities and medical facilities can be classified as public service land,and the commercial land is including catering facilities,shopping facilities,financial facilities and recreational facilities.In the urban planning and construction,the public service facilities to land-based mandatory control,commercial facilities to guide the usage of land control measures.4.On the basis of population density and land use,the optimization of public service facilities.Through the relationship between the number of facilities and the per capita ownership,how to improve the availability of all types of facilities can be obtained.According to the four kinds of classification of "double high mode","double middle model","double low mode" and "unbalanced mode" in the layout of urban public service facilities,this paper puts forward different optimization measures.Summed up the public service facilities to optimize the landing of the five major steps,supplemented by a typical case to explain.
