Study On The Layout Of The Public Service Facilities In The County Village Based On Theory Of Life Circle

In October 2017,the report of the Nineteenth National Congress of the Party put forward for the first time the strategy of rural revitalization by focusing on that is,agricultural rural farmers,to fully realize the strategy of rural revitalization,and put forward "the general requirement of 20 words" to the development of rural areas,which will speed up the construction and improvement of the current important task of rural public service system.And with the continuous improvement of rural economic level,farmers also have new requirements for rural public service facilities,the current public service facilities can not meet the needs of rural residents,the improvement of rural public service facilities,improve the rural living environment has become an urgent all governments.At present our country has not issued the needle For the standard of public service allocation in rural areas,the public service facilities are generally allocated according to the classification system of "county-town-administrative village ".This top-down centralized management distribution method does not take into account the needs of the actual differences of villagers,but makes the utilization rate of public service facilities low in reality.Based on the analysis of the present situation of public service facilities in Tieling county,combining with the theory of living circle,using the method of GIS space analysis,according to the investigation of villagers' travel mode and living demand,the article delimits different circles of living circle of public service facilities in Tieling county by district classification,and explores the application of living circle theory in Tieling county village public service facilities according to relevant national standards.Firstly,it analyzes the existing problems and causes of public service facilities,considering the influencing factors of public service facilities allocation under the theory of living circle,and studies this from three aspects: natural factors,population factors and planning factors;Based on the four principles of people-oriented,social equity,scale benefit and local conditions,the service radius of different living circles is defined according to the travel mode and actual demand of rural residents,and the scope of life circle of different public service facilities in villages is constructed by using GIS software.Finally,the village public service facilities layout planning,combined with the national,local and other relevant standards for public service facilities,considering the actual situation of Tieling County villages,according to the theory of living circle and comprehensive influence factors to carry out the distribution planning of rural public service facilities,get the village comprehensive public service center layout,scientifically and reasonably guide the rural public service facilities in education,health,social welfare,culture and sports,leisure and entertainment five types of facilities allocation standards.As a whole,this paper uses the technology of GIS spatial analysis to construct the circle of village life circle on the county level,to explore the mode of rural residents' demand for public service in time and space accessibility,to further refine the application of rural life circle theory in the allocation of county rural public service facilities,and then to link up technology with practical operation.
