With the frequent occurrence of traffic congestion and environmental problems, the society was apt to focus on the public transport, intended to ease the increasingly negative situation by promoting public transport. A growing number of cities began to pay attention to optimize the public transport facilities, to plan the reasonable bus route, to establish the bus lanes, et al, which laid the foundation of the development of public transport. The urban public transport provided Economical and convenient travel mode to the residents, which became an indispensable part of the travel and living of the residents. Meanwhile, the normal operation of urban public transport guaranteed the daily travel of residents. With the steady development of urban public transport and the continued increasing government revenue, many cities attempted to carry out the benefit policy of free bus, which not only improved the happiness index of the residents, but also enhanced the reputation of the community. However, it was true that the implementation of the benefit policy of free bus met with some successes and some failures because of its unfixed patterns and flexible forms. This thesis proceeded with an analysis of five factors affecting free bus, studied the inner feedback mechanism of the five subsystems using the system dynamics. A free bus transport model established provides the reference basis for the implementation of the benefit policy of free bus.The paper began with describing the public transportation theory, elaborated the status and characteristics of public traffic and the bus advantage, and then summarized the significance and principles of setting up the free bus. It analyzed the five factors individually on the foundation of classifying the free bus from different perspectives for the purpose of the understanding of the free bus. Secondly, the paper introduced the theory and modeling method of system dynamics. The free bus transport model was established in the process of building the causal loop diagrams of simple subsystem and the whole free bus transport system. Finally, the free bus transport model suitable for Taichung city established with the fact and relevant data of the free bus in Taichung by using the partial module of the free bus transport model forecasted the passenger revenue of free bus transport in Taichung, meanwhile, proved the validity of the model.The innovation of this paper is that it induced five factors from the free bus forces, built the free bus subsystems, and then established the whole free bus transport model, and also proved the validity of the model by case.
