Over the past decade, with the rapid growth of the national economy, it has been further developed in highway construction, and the total mileage has surpassed the United States ranking first in the world. However, with the growth of the operation time, it will gradually appear a variety of functional damages on the pavement, especially transverse cracks and ruts. If not getting preventive maintenance, structural damage will appear. For the domestic semi-rigid asphalt pavement characteristics of highway, asphalt pavement preventive maintenance project-level indicators and decision-making have been researched based on pavement performance, traffic axle load and other information of northern Zhejiang expressway.First, after a review of relevant literature data and the existing asphalt pavement maintenance specifications, preventive maintenance concept and main characteristics have been analyzed. And the exiting problems, the research status, the types of major diseases and future development trend have been summarized for further research.According to the characteristics and the effects of preventive maintenance indicator system, macro and micro indicators of highway preventive maintenance have been proposed. Then, through domestic and international road division method research, preventive maintenance sections have been divided using cluster analysis. Based on the sections, the combination forecasting model has been selected for highway asphalt pavement performance prediction, and its operability and portability have been validated. Taking pavement performance as a benchmark, highway project-level decision-making matrix and recommended list of asphalt pavement preventive maintenance have been proposed, considering road materials, design, construction and other practical engineering factors at the same time. And it is appropriate using cost-effectiveness analysis to select the best time to implement preventive maintenance.Finally, based on the results of previous study and the systematic study of preventive maintenance steps, a systematic project-level highway pavement preventive maintenance planning and countermeasures design system has been formed, which is a comprehensive solution to select the conservation section, determine the conservation measures and timing issue.
