With the increasing number of college enrollment and the popularity of various types of electrical equipment, the electricity consumption on the campus is gradually increasing. Meanwhile, there exists the phenomenon that the light bulbs and air-conditions in the classrooms and offices are always forgotten to be turned off, which causes a great waste of electric energy. China is a large country with electricity, the schools take up a large part of the electricity, so not only the power meets the needs of the learning and working, but also it’s imperative to save energy. This design uses the campus energy-saving platform to realize the intelligent management and control of the campus power, so as to achieve the goal of saving energy.The design of regulation and control system of campus energy-saving platform was composed by smart metering control cabinet designing, management interface of regulatory control system designing and database designing. The smart metering control cabinet designing include circuit hardware and software base on master chip of TMS320F28335. In addition, fan coil temperature control system was also designed in regulatory control system. Regulatory control system and database were designed by Visual C# and SQL Server. In Classrooms and offices, collection and analysis of electricity data, automatic temperature control was achieved by regulation and control system of campus energy-saving platform. Electricity consumption statistics was visualized and uploaded. The manager can access database data to achieve the query of electricity data and relays status through loging in system management interface. In order to maintenance of the system, relays control was added. A lot of manpower and material resources was saved in the regulation and control system of campus energy-saving platform.The system was applied to commissioning and simulation operation in laboratory. the results demonstrated the effectiveness of the system. The system is trial operation in school and running stable. Therefore it is significant for rational using of electric energy and avoiding waste.
