With the rapid development of social economy and freeway, as well as the sharp increase in motor vehicle ownership, freeway is facing the unprecedented pressure and challenges. And electronic toll collection system has attracted more and more concern and attention, and is regarded as an important way to solve the traffic problem of freeway. The application and implementation of ETC system, can not only ease traffic congestion, improve road traffic capacity, vehicle operational efficiency and road management and service level, but also reduce fuel consumption and vehicle wear and tear, decrease exhaust emissions, which can save energy, protect environment and bring good economic and social benefits. However, the current ETC system exposed many problems and defects in the practical application and promotion. Therefore, this paper conducts a thorough research and analysis on ETC system, and designs a new ETC system based on laser scanner and discusses the improved design scheme, which puts forward valid ideas and methods to solve the existing problems.First, this paper gives a brief introduction of ETC system, analyzes its current development at home and abroad, and researches its work principle, system structure, lane layout and key technology. Second, aiming at the problems existed in ETC system, the paper puts forward a design scheme of ETC system based on laser scanner, and analyzes the design idea and function, then elaborated on the composition, lane layout and workflow of the system. Third, according to the system design scheme, the specific implementation methods of various functions based on laser scanner are introduced. Finally, the feasibility and superiority of the design and implementation are verified by the actual test in the ETC lane.In the ETC system based on laser scanner of this paper, its salient feature is using a laser scanner to obtain real-time vehicle location information and vehicle contour information, so as to realize the automatic vehicle detection(AVD), automatic vehicle identification(AVI) and automatic vehicle classification(AVC), also realize the function of dynamically setting communication area, constructing vehicle queue information and setting the detection line. Therefore it provides a comprehensive solution to the interference with car-following, the adjacent channel interference, the problem of reversing and jumping the queue, and the problem of low transaction success rate and low passing-over speed, caused by inaccurate positioning and communication area limitation.
