With the rapid development of China’s economy, cars are going into thousands of families, car ownership increased year by year. The traffic jam, environmental pollution and energy waste caused by the human’s over-reliance of cars threaten the sustainable development of transportation and city to a large extent. So, priority to the development of urban public transport has been the important measure to solve the problem, is also the significant step to build the society of resource-saving and environmental-friendly.In the system of our country’s public transit of big city, rail transit and conventional public transit play an important role as the most significant part. Rail transit gradually become the backbone of public transit system because of the advantage of large capacity, high speed, environmentally and low comprehensive cost. On the other hand, conventional public transit has the superiority of high flexibility, low construction cost, fast input and large site coverage, making up the disadvantage of rail transit and expands its attractive range.The paper starts from the advantage and disadvantage of rail transit and conventional public transit, then divides the development of rail transit into different stage, analyzes the operational characteristics of different stage of rail transit network in order to clear the functional orientation of both rail and conventional public transit. Under this background, this paper puts forward the relationship of action and reaction between the two. A reasonable conventional public transit scale has significance to rail transit, even the whole public transit system. Besides, this paper also puts forward the moderate scale and best scale of conventional public transit network, summarizes the existing calculation method of the line network. Refer to the principle of balance between supply and demand, we have done a series of research to build a model to calculate the conventional public transit network, and take an example of Shenzhen’s data to test and verify the model, the results are in line with the actual situation of Shenzhen city.
