Greatly developing public traffic has become an important measure to reduce the traffic jam. In public transport system, rail traffic occupies the leading position for its high transport efficiency, large freight volume and ride comfort; however, bus has more advocates for flexible routes, dense lines and its convenience. They are both important parts of public transport system. It can decrease disordered competition, use of public resources effectively make the urban traffic system as a whole if combined with them. So the research on coordination for conventional public transit and urban rail transit is very meaningful.The essay focused on the urban rail transit and the conventional public transit planning coordinate study. Basing on the feature of them, then drew a conclusion for their each function after analyzing and comparing themselves. Using the theory of transport interchanges, expound the connotation and characteristics of urban rail transit and public transit and quantify both of the transfer target. On this basis, urban rail transit and its direct bus as the object study, raised the view that it can planning coordinate them by means of line coordinate and transfer hub coordinate. Putting the target for line coordination as the standard, raised the flow and method to coordinate rail line and the public transfer line. On the other hand, set a model which show the shortest stations distance and reached the optimal distance. In order to analyzing the deep level of urban rail transit and bus interchanges coordination, the paper chose line coordination and station coordination two sites, selected traffic load uniformity, passengers transfer coefficient, the average transfer distance, bus station coverage, the station away from rationality, and time six indicators to established evaluation system, using the fuzzy comprehensive evaluation. Finally, put Harbin subway and its directly attract regular bus range for the study, test and verified the theory, and judge its feasibility. Evaluated Harbin rail and bus transfer planning coordination degree, recommended public transportation optimization recommendations for routine.
