Electric vehicle Charging station(CS) offers service for electric vehicles, Reasonable planning CSs plays a good role in promoting the development of electric vehicles. For this emerging technology, its planning should not only consider the economic benefits, but also considered the social benefits of energy saving and emission reduction. Only in better way to reflect the EV energy saving and environmental advantages, the planning could have a good role in promoting the electric vehicle.Site planning of the charging station considered the social benefits, the gravity model between the charging station and the number of electric vehicles was established on the basis of the CSs had impact on the EV, the development model of electric vehicle affected by the construction of CSs was established. Firstly, the factors that affected the user’s charging time were analyzed, the charging behavior model of electric vehicle was established based on time satisfaction, the changed model of EV charging times under different satisfaction was set up; The new carbon emissions industrial distribution of CSs was explored, the expression of carbon yield was set up when it sold through the environmental exchange; The maximum revenue planning model which including social benefits was established, and solved by differential evolution algorithm; Simulating and analysis a specific example, it turned out to that, site planning of this paper is accordant with the fact, it could be better to reflect the technical advantages of electric vehicles in clean and environment-friendly.
