At present, Chinese cities, towns, villages traffic demand continues to grow, and economic growth and income increase will stimulate the future traffic demand acts as an fueled, causing environmental pollution, land degradation and increasing consumption and traffic jams. Social and economic development needs of safe, efficient, clean and economical transportation system;the need to improve the quality of life of the residents safe, convenient, comfortable, fast, cheap public transport services; improving the environment requires an environment conducive to improving the transport policy and transportation planning system and construction. Not difficult to see, and now reasonable planning and construction of the development of domestic traffic engineering has become an inevitable overall socio-economic development, and construction of major transport projects will become increasingly inseparable from the future of lifestyle, proper planning and research is a major landmark significance.In this paper, for the "large-scale transportation construction management and prevention of risk" in-depth and meticulous research, the following key elements:(1) combined with a large number of documents and practical information for in-depth analysis and integration inquiry, trying to put forward a more standardized, systematic project management solutions for the future construction management of large-scale projects in the process of risk prevention and control to provide effective theoretical reference and guidance strategies to provide better power management for the future construction of our country’s economic and social development;(2) to grasp the project construction of various types of large-scale projects under China’s new normal development of the environment have the basic requirements, quantitative criteria,social responsibility and economic effects from the industrial scope of each project belongs to start exploring its risk control process of the industry content areas brought some of the risk, in order to enhance the effectiveness and feasibility of output policy programs;(3) by the Harbin-Qiqihar Intercity Railway case, analyze project construction major transport project risks are mainly content prevention and coping mechanisms, and force majeure risk prevention and response, strengthening of major construction management through the construction cost management and engineering claims and other risk management in risk and prevention.In summary, the development of large-scale traffic engineering system for the development of domestic urban and rural structure has very important significance. Through the study found,compared with several other common way to travel, and with respect to the rapid transit buses,private cars, bicycles and other public transport, has the large capacity, low pollution, low noise,low power, high speed, low cost, small footprint, comfortable, all-weather and other unique advantages, other modes of transportation can not be replaced. We should build a large-scale toother transportation projects as the backbone of integrated and comprehensive urban transport system in order to solve traffic congestion problems for sustainable urban development provide a strong guarantee.
