With the development of national economy, updating the expansion of infrastructure and the pace of urbanization, a large number of municipal engineering construction has been put on the agenda. Due to the characteristics of urban planning in our country, the construction of large municipal engineering tend to be concentrated in main t regions. During the construction of the occupied part of the road resources is bound to make the already fragile urban road traffic worse.First to make a definition of large municipal projects, and analyze the lane construction area traffic flow characteristics, road characteristics and personnel characteristics based on the investigation; analyze the main reason of delay rises on urban road; at the same time,expounds the road network vulnerability and network topology structure and stochastic equilibrium theory.Secondly, constructing the comprehensive delay function of the stochastic equilibrium assignment model based on the study of equilibrium assignment model and delay function,using the parameters of the model with the least square method for the localization of the calibration, all these overcome the deficiency of traditional traffic assignment model. The model is applied to determine the scope of influence during construction.Constructing comprehensive quantitative evaluation model of vulnerability to identify the focus region the need to be traffic organization. Research on traffic organization measures from the point of reducing the delay of road and intersections thus deducing the failure probability of the road.Finally making the Honggu tunnel engineering for exam, through field survey, OD matrix estimation, traffic assignment to determine the scope of influence and identify the sections with high vulnerability. Taking traffic organization measures such as optimizing the signal timing on purpose. The effect is ideal by analyzing and evaluating the result.
