The synergetic development of Beijing-Tianjin-Hebei as a major strategic development in our country, its three priority areas are respectively transportation integration, ecological environment protection and industrial relocation. Water resources are undoubtedly important natural elements which affect regional economic and social development and regional life. Due to the long-term social development mode and the water-lack properties, the reasonable allocation of water resources problems will become key factors of the Beijing-Tianjin-Hebei region ecological environment, and deeply affect the synergetic development of Beijing-Tianjin-Hebei.Firstly, this paper introduces the background and significance of the topic, and combs the present situation of domestic and foreign research on issues related to water resources. Secondly, expound the main support theory used in this article, mainly including the theory of regional economic development and water resources allocation theory, in addition, analyze the synergy mechanism of Beijing-Tianjin-Hebei,from the three aspects of system dynamic collaborative path of regional economy, regional social space differences between collaborative networks and regional ecological environmental capacity expansion. Then, analyze the situation of economic development and water resources of Beijing-Tianjin-Hebei region, and on this basis,analyze the water resource utilization efficiency of Beijing-Tianjin-Hebei region through the BCC model and super efficiency model, to tap the potential of development and utilization of water resources of the region. Finally, by analyzing the regional economic, social, environmental and water resources between subsystems interact with each other, draw a feedback loop and of construct the Beijing-Tianjin-Hebei region water resources allocation system dynamics model, and make an analysis comparison of the coordinated development and without the collaborative development of Beijing-Tianjin-Hebei region water resources supply and demand situation, by adjusting the industrial structure, population factor, investment, to select the optimal water resources allocation scheme. In the process of configuration, it verifies that the Beijing-Tianjin-Hebei region coordinated development is conducive to the optimal allocation of water resources, and promotes the rational allocation of regional water resources and other resources. Through these researches, provide feasible suggestions for the coordinated development of Beijing-Tianjin-Hebei region and coordinated development of the rational allocation of water resources.
