The airport is the starting point of aviation transportation, including ATC, Airport company, airlines, and other security departments for aviation transportation. The orderly combination of these departments form the airport terminal operating system. Therefore, each unit of airport terminal operation system need to coordinate and cooperate with each other. Publishing complete information timely from ATC to all aviation users can improve the whole airport security level effectively, and enhance operational efficiency and service quality, in order to improve the flight schedule rate, minimize the flight delay and reduce the overall cost. Based on this, the introduction of airport collaborative decision making system has become the trend of the future development of the airport.Airport collaborative decision-making system can collect, integrate and share local information from each operation unit, in order to make the operation security unit of each flight to form a common situational awareness. Then according to the sort of flight sequencing rules, sequencing and publishing data to all parties to form decision making mechanism, which help to minimize the flight delay, improve customer satisfaction. Airport collaborative decision making system is designed and implemented based on B/S structure, and using J2EE as the development platform, using Oracle as a platform for data storage. For realizing the data exchange and sharing, the system introduced Web Service technology. It’s based on the modular design, which includes system management, data exchange, data integration and presentation, flight operation and coordination and statistical analysis. In addition, in order to improve the reliability of the airport collaborative decision making system, meet the airport7×24hours of stable operation requirements, this project constructs parallel server scheme and data backup solution. The parallel server scheme enables the system to handle problem voluntarily, data backup solution can shorten the processing time to handle problem in order to meet the application requirements from airport.System software based on J2EE, can achieve data exchanging, statistical analysis and graphic display. After the completion of development, this system has been deployed in Dalian Zhoushuizi International Airport, the system is running stable, can effectively reduce the flight delay.
