Project construction is a kind of high-risk activities. Effective risk management is a powerful guarantee for project to achieve the desired goal. The key to project risk management is to allocate the risk between the different parties scientifically and rationally. However, who is to participate in risk-sharing? How much to share? Current research on this area is still far from adequate.After a review of a large number of relevant literature, based on the theoretical study on the risks, this thesis identified 28 key risk factors through the literature research. According to these factors, questionnaire method was used to survey risk allocation ratio and degree of frequent and important of risk. Based on the collected data, first of all, risk factors were classified according to equality in the value of risks. Secondly, from the perspective of owners, contractors and shared, proportion relationship of risk factors allocation was studied, as well as the risk level of the top risk factors in share proportion, and expected allocation proportion. Then, this study discussed the difference between present and expected allocation proportion, as well as the main risk. Finally, according to the main risk, countermeasures were proposed.The study finds that owners think there is a difference between present and expected allocation. But the contractor don’t think so. And the shared is considered consistent between present and expected allocation. Towards the risk level of the top risk factors in share proportion, owners and contractors have shown a positive attitude, endorse or willing to enhance the risk level. Towards the overall proportion, owners are satisfied with the current share proportion, the contractor expects to reduce allocation proportion. Towards expected share proportion on the degree of complete risk sharing, in the future, the controversial factors between owner and contractor is defective design, change in scope of work, acts of God / nature, changes in codes and regulations, site access upon contract award etc. Through the comprehensive analysis for the probability of risk occurrence, potential loss and the sharing proportion, it is can be concluded that present major risk factors is also expected by owner, contractor and share.This thesis analyzes owner or contractor allocation proportion and major risks through empirical research, providing a research foundation for subsequent evaluation of the rationality and acceptable degree of risk allocation. The results of the study is expected to help the owner and the contractor get to agree on risk allocation, and to mutual control project risk.
