Research On Agent Construction System Mode Decision Based On Uncertain Multi-Attribute Theory

Agent construction mode is our special project construction mode, a product of investment system reformation and innovation. Its original purpose is to solve the problems in the highly centralized government investment project management system and to improve the professional level of project management and project investment profits. At present, agent construction mode has been promoted in various areas in China. However, as this mode is still on a developing stage and there’s no fixed format to follow, different projects shall confirm the suitable management mode in agent construction projects so as to realize the estimated purpose to the best. This has become a problem on which related researches on agent construction mode shall focus.This paper takes non-operating agent construction projects which are invested by government as research object and studies the organizational structure of agent construction mode, the influential factors and decision-making methods in the selection of agent construction mode, including the following aspects:(1) Design of the framework of agent construction mode. Study local laws and regulations of the pilot areas, and on this basis analyze and find out the major characteristic factors in the present implementation of agent construction mode with a connection to the field research to key areas; introduce WSR system method into the research on agent construction mode and establish an integrated framework of agent construction mode with a connection to main characters of agent construction mode.(2) Conclude 10 major factors which influence the selection of agent construction mode with a connection to questionnaire investigation and analysis on the basis of previous researches, and confirm the significance of various factors;establish a decision index system of agent construction mode according to the influential factors concluded.(3) Establish the selection and decision-making model of the mode on the basis of the multiple uncertainty factors in the selection decision of agent construction mode as well as the uncertain multi-attribute theory; test the feasibility of the decision-making model by case analysis, point out the disadvantages of the modeland raise modification suggestions.
