With the goal of building a strong traffic country be proposed,as an important part of building an comprehensive transportation system,the construction of China's highway infrastructure will gradually shift from high-speed development to high-quality development.If we want to realize the high-quality development of highway construction,we must pay attention to the selection of the route plan and improve the level of decision-making on the route plan.However,at present,our country traditional route scheme evaluation is still stay on technical and economic indexes of the route simple comparative analysis stage.The factors considered are not comprehensive enough,and neither a unified evaluation nor a systematic decision analysis method has been established.In fact,the evaluation of the highway route plan is a problem that considers multiple attributes(indicators)and evaluates a limited number of route plans.It is a typical multi-attribute decision-making problem.Therefore,in order to evaluate scientifically,efficiently,and accurately the highway route plan,which is a problem that needs to be solved urgently in the current transportation sector and the road construction industry,this paper is based on the relevant theories of highway route selection and multi-attribute decision-making,to constructthe program evaluation index system,the comprehensive evaluation of the route plan,the quantification of the qualitative evaluation index,and the solution of the evaluation index weight are studied in depth to explore a new road route plan evaluation method and provide a reference for the scientific decision-making of the route plan.Firstly,based on the literature research,this paper combines the actual conditions of the project,integrates technology,economy,society,environment,and security,initially draws up a set of evaluation plans for the route plan.Then the Delphi method is used to further filter the evaluation indicators and establish Hierarchy of Highway Route Plan Evaluation Index System.Secondly,for the selection of evaluation methods,this paper combines the improved TOPSIS method and the improved grey correlation analysis method based on the idea of integrated integration,and establishes a route plan evaluation model based on the grey correlation degree of the improved TOPSIS method,from the position and curve shapeto reflect the closeness of alternatives to positive and negative ideals.Then,for qualitative indicators that are difficult to quantify among evaluation indicators,this paper adopts an expert scoring method to apply the set value statistics method to deal with the number of intervals given by experts,to reduce the random error after the qualitative evaluation index is quantified,and to improve the qualitative evaluation index quantification.In terms of the validity of evaluation indicators,this paper uses the group FAHP method and the improved entropy method to determine the main and objective weights of the evaluation indicators,and integrates the weights of the subjective and objective weights to integrate the evaluation indicators through a linear weighted combination method.Finally,this paper applies the multiattribute route plan evaluation model to the empirical analysis,the results show that the route plan evaluation index system and the comprehensive evaluation model established in this paper have strong applicability and operability,and has certain reference significance.
