The feasibility study of the highway investment item is the primary channel of the information source for decision-maker. It is the key step in the decision-making of the investment. Whether it is true or false will bring direct impact to the decision-making. With the rapid development of the highway construction, especially the freeway construction, we have to conscious that it is very important to deepen and prescriptive our feasibility study of the highway investment item. And how to make the feasibility research accurately and scientificly is obviously an extremely urgent duty for us. This subject holds that scientific decision-making is based on the prescriptive indicator system and the correctly decision-making method. So this subject established a practical indicator system which analyze on the highway investment item from social-politicah economic building condition environment and so on. With such indicator system and the points given from expert, we can easily get the remarking table of indicator. Then this subject quote the three-mark AHP which could make it easily for expert to conformation the comparatively matrix. With the comparatively matrix, we can get the weigh of the indicators by the means of the usually AHP. Finally we can get the sort of the project by use of the Multi-attribute Decision Making.This subject has been used in the feasibility study of the JiTang highway, and have received a good result.
