Electric power construction and Electric demand are growing explosively now in China. Dynamic can solve the electric power transmission“bottleneck”to a large extent on the basis of original lines. And it also can ease the contradiction between power supply and demand. Thus technology has a good market prospect and a great economic benefit.The theoretical models of dynamic line rating (DLR) system based on conductor tension are studied. Application range of models is given through error analysis, so the method of combining climate model with conductor temperature models is used in the system. The problem of traditional fitting method for conductor temperature calculation is discussed and multi-factor model is established by statistical regression method.Design and development of communication service and web access system is finished with careful study on the theoretical model. This paper elaborates the design ideas and communication mechanisms of communication service system. It mainly focused on communication process, protocols, principle as well as realization of GPRS and SMS. Realization of communication between service system and other sub-systems is also described in this paper. Web access is the main way for users’remote access to the system data on the host for monitoring and controlling. The framework and program structure of the web access system is designed based on J2EE.System has been successfully developed and is running on the transmission line. Through the on-site test, multi-factor conductor temperature calculation model has been established. Analysis on the operational data shows that the system can monitor the actual line working conditions with great steady and reliability and thus can improve the capacity of the transmission line effectively.
