According as a system based on the weather condition and the principle of increasing the transmission line capacity, the paper introduced how to use the real-time monitored information to define the transmission line capacity limitation dynamically and thus to increase level of the transmission lines. In order to calculate the thermal circuit rating simply and accurately, this paper considered a new method to calculate line circuit and air density around the conductor. In order to assure the safety of transmission line when increasing the transmission capacity, this paper considered three safe criterions: the criterion of transmission sag, the criterion of transmission stress, and the criterion of transmission temperature. The paper describes a remote real-time data collection monitor and control system based on GPRS and Delphi technology to make it possible to increase the loading of transmission lines. And the research and realization of background soft on dynamic capacity-increase monitoring system of transmission lines are completed. The results of analysis to every function module and test indicate that the background soft can meet the actual demand.
