Study On The Development Of Tea Cooperative In Anxi County, Fujian Province

Anxi is the largest tea-producing county of China. It’s the famous County which is the birthplace of the famous tea called Tieguanyin and Huangjingui, and it’s also the hometown of Oolong tea. The tea industry is not only the Traditional industry but also the most important livelihood industry of Anxi. However, the economic cooperation organization for tea farmer which called professional cooperatives of tea (hereinafter referred to as the tea cooperatives) set up very late in Anxi county, which is almost after the implementation of the law for cooperatives, and it’s still in the initial stage of exploration present.Based on the field investigation and interview, we learned the development situation of the AnXi tea cooperative. Through the statistical analysis we found that the main problems encountered in tea cooperative are the small scale of business, the shortage of public accumulation, the difficulty for capital sources, the lack of talent, etc. Then take the system analysis method to examine the internal and the external of the tea cooperative system, and analyze the reasons of the problems. The internal causes about the system are the weak cooperation consciousness, the lower cultural quality of science and technology for cooperatives members, the lack of standardization about cooperatives operation management and the lack of impetus, etc.. The external environment factors about the system mainly embodied in the insufficient support of the government,the implementation issues of policy, the absence of the support policy from financial institution and other service department.Finally, the focus of this article is the proposal for Anxi tea cooperative’s further development by using the Taiwan peasant association for reference. For the tea cooperative system itself, on the one hand, the tea cooperative not only about the organization structure but also about the industry chain need optimized. On the other hand, the quality of the members in tea cooperatives including the leaders and other member do need improve. For the system environment optimizing, firstly, the government should provide the service about institutional constraints, environmental optimization and demonstration lead. Secondly, encouraging the financial institutions to increase the support about credit and loan, and innovating financial service system about mortgages and loan guarantees.
