Energy, on the one side, is the driving force of national development; on theother side, is the bottleneck of social progress. The sufficient supply of oil and gas is asignificant part of energy security."The China Miracle" has drawn great attention of the world, particularly its rapideconomic growth. However, Chinese energy security is worrying, especially oil andgas supply security. Since1993, Chinese oil consumption began to exceed production,and the gap has always been expanding. China has to rely on foreign oil supplies moreand more. The same applies to gas.Meanwhile, the Caspian Sea in Middle Asia is rich in oil and gas resource. Thisplace is center of exploration and exploitation in21st century, also main energysupply of the world. Along with the Persian Gulf and Siberia, it is the energy supplybasement for the world. Kazakhstan is not only the country whose oil and gas reservesis most abundant of the Caspian Sea, but also the fastest growth in production. Bothadvantages and disadvantages exist in Sino-Kazakh oil and gas cooperation. We willmake arduous and sustainable efforts to keep this cooperation.This essay takes5parts to elaborate the cooperation of Sino-Kazakh oil and gascooperation. Part1analyzes the status quo of China’s oil and gas supply and demand;Part2demonstrates the oil and gas supply situation of Kazakhstan; Part3discussesthe advantages of the cooperation between China and Kazakhstan; Part4focuses onthe disadvantages; Last part gives some policies and suggestions which may promoteand improve this cooperation.
