A Study On The Trade Effect Of EU 's "Double Reverse" On China

This paper concentrates on the photovoltaic AD and CVD case, it the largest onein the history of Sino-EU trade, it is a case that involved amount of money and spreadto the widest range. First, I define the theory of anti-dumping,andcountervailing,especially emphasis the difference between AD and CVD and aseparate anti-dumping and countervailing on the aspect of the double tax;secondlythe article analyzes the EU " AD and CVD " the latest features, EU initiated anti-dumping and countervailing investigations from scratch, gradually expand the scale;being investigated impose higher punitive " double reverse " rate; and the EUinitiated a industry,which is very dependent on foreign market,as well as the EU’s"market economy status "of the discrimination practice; third,this article analyzes whythe EU initiated anti-dumping and countervailing action. The EU`s macro-economicneed trade protection measures to protect domestic industry; and Chinese PVproducts weaken the EU’s traditional strengths in the photovoltaic industry, the rapiddevelopment of photovoltaic companies pose a threat to Europe; while China’s PVindustry concentration is low, and export market concentrated on only fewcountries.Besides China`s PV industry develop disorderly,with irregularitiesenterprise management.In addition to the latest trends in international trade, globaltrade protectionism, trade imbalance between China and the EU, the internationaldivision of labor and industrial transfer and WTO provisions on anti-dumping andcountervailing ambiguity; fourth, the article in the perspective of theoretical andempirical analysis the trade effects (effects of trade restrictions, trade diversioneffect, the effect of trade deflection and trade inhibitory effect).Fourth, this paper from two aspects of theory and empirical analysis of the"double reverse" trade effects. In this paper, I analyzed the above four trade effectthrough charts and other descriptive methods, and using price competition model ofmathematical deduction, the conclusion is: the effect of trade restrictions, tradediversion effect does not exist on the whole, but the EU member states transfer effectis obvious, trade deflection effect obviously, trade inhibition effect is obvious; At Imade some recommendations for government, industry,and business for thedevelopment of China’s photovoltaic industry, mainly as follows: establish a dialoguemechanism between China and the EU to actively develop economic diplomacy,foster diversified export markets, accelerate the industry consolidation and technological progress; industry associations should to co-ordinate the work, as abridge between government and enterprises, develop and implement industrystandards; China’s photovoltaic enterprises can make foreign investment to avoidtrade barriers, actively responding to the initiative to safeguard their legitimate rightsand interests.
