Development zones are areas with special policies established for promoting theeconomic development along with changing relation between international economy andtrade, according to needs of national economic development and combined with localorientation and superiorities, which carry out preferential measures such as tax exemptionsand reductions, offer good investment environment, introduce advanced technology andmanagerial experience and tremendously promote motive power and vigour of regionaleconomic development. Furthermore, their emergence imposes strong influences andradiation functions upon quality, benefit and scale of local economic development and issignificant for comprehensively maintaining social stability, enhancing living standard andboosting people’s sense of happiness. Wheel of development spurs on us to strive forpushing forward healthy, stable and fast growth of development zones, requesting us ofestablishing efficient management systems and powerful supervision mechanisms andcombining pressure from economic development and internal power of development zonesfully so as to form a resultant force from top to bottom and from outside to inside. In thatcase, we can bring huge energy of development zones into full play and turn them intostrong prop of social economic development and important service means to motivatework, improve management and raise level. Therefore, performance assessment shouldbear the brunt of the key to open the door to healthy and fast growth of developmentzones.In the article, development zones in Xi’an City are both objects of study and subjects ofassessment with dual identities. First, the author designs the general assessment system forannual objectives in development zones, studies and analyzes the implementation. On onehand, macroscopic strategies of development of Xi’an is illustrated and functions ofstrategic development goals of development zones are confirmed; on the other hand,design and practice of the quaternity assessment system indicates the direction to motivatevigour of the development zone better, unearth potentials, highlight features and offersscientific and effective references and guidance to establish an internal performanceassessment system, which is an important support for healthy and fast growth ofdevelopment zoned and building internal assessment and management systems. Second,Chanba Ecological Zone in Xi’an City is taken as an example to design managementsystems of internal performance assessment by balanced score card combined withcontents and procedures of comprehensive assessment of annual objectives due to simplex assessment mode, scarce strategic orientation of performance indicators and uncleardecomposition of indicators. Finally, the author researches and illustrates establishment ofperformance indicator, design of weight, assessment methods of personal assessment, howdepartments and personal performance are connected, adjustment and application ofassessment results in detail.The research result not only has important meaning for setting of indicators ofperformance assessment in development zones in Xi’an City but also offers morescientific and wider thoughts, raises management standards of development zones,improves work efficiency, accelerates economic and social development of Xi’an andprovides references to design of management systems of performance assessment ofdevelopment zones in other cities.
