Strengthens day by day along with the world economics integration tendency, competitions between enterprises already bridged over the national boundary, but the company completion's goal was to grasp advanced technical and the management knowledge senior talented person, who will attract and can detain talented person who will be able to win this competition. The talented person will be the competitive advantage and forms the core competitive power in the key aspect. Therefore, under the new competition situation, how hired the right human, choosing a person for a job, to nurture the human, impatiently to keep the human also on to propose company's program. But these questions are the questions exactly which the Human Resources must solve. Therefore, the Human Resources Management suddenly appears day by day in enterprise's important status. Enterprise's Human Resources Management is an organic system, close unites in this system each link, the Performance Management is in this system a most important link, plays the pivotal role, the Performance Management is passing through the Human Resources Management each link and is the foundation of each work of the Human Resources. Therefore, the effect of the Performance Management does relate to the success or failure of the Human Resources Management directly.Although the majority enterprise know the word: the Performance Management, but in the practice, they have often confused the conception of the Performance Management and the Performance Evaluation. The Performance Management also only is in the very superficial surface, and cannot manifest the strategic target of the company. What's more, it is unable to supervise and realize company's strategy, and brings very many questions to the company, like the management cost increases, the inspection goal is not clear , the Performance Evaluation dimension is unitary, has more hands than needed. It not only cannot promote company's growth but also creates the confusion in the management mechanism. How to solve these problems has become very important in the performance supervisory, and also is the core question of the Human Resources Management.This article uses the thought of the balanced score card (BSC), conducts the research and the design to enterprise's Performance Management System, and take this as the foundation, the utilization of the Key Performance Indicator (KPI), technology and so on, analytic hierarchy process, measures the body for the enterprise to order a set of Performance Management System. It can be thought to form a set of complete ideologies bythe time, promotes the use in the enterprise.This article is for the purpose of helping the related enterprise to carry on the effective Performance Management. The real and objective appraisal staff's performance, discover the difference in the practical work and the enterprise strategy goal, impel the staff performance and the enterprise performance together enhancement, and realize the enterprise strategic target.
