By the end of2012, according to the resident population, China’s urbanizationrate has reached52.57percent, which just takes30years to finish the hundreds yearsof urbanization in developed Western countries. With the fast development of China’surbanization, it has become the highlighted problems in China’s social developmentissues. And the traditional urbanization has also triggered a series of problems in theprocess of development. Faced with these problems,18th National Congress of theCommunist Party of China proposed the concept of "new urbanization" which openedthe curtain of China’s new urbanization development.Hilly areas of Sichuan Province account for20%of the total area of SichuanProvince, is home to60%of the total population in Sichuan province, due to thespecial geographical location and socio-economic conditions, the development ofurbanization in Sichuan hilly areas is relatively slow. Low level of urbanization hasseriously hampered the process of economic and social development and constructionof well-off society process in hilly areas. Hilly areas of Sichuan Province is mostlyagricultural county, it responsible for protecting farmland and food security,how tospeed up the process of urbanization under the constraint of land, resources andenvironment become a major issue which the Government of hilly region face.This article firstly introduces the new definition and feature of urbanization, alsocompare the traditional urbanization and new urbanization, and analyse the theoreticaldevelopment of urbanization as well. Thus the typical domestic urbanizationdevelopment model were compared and summarized. Then combine the geographicalfeatures in hilly areas of Sichuan Province and present economic and socialdevelopment status, SWOT analysis can be done towards the acceleration anddevelopment of the new pattern urbanization in hilly areas of Sichuan Province. Onabove basis, propose new options of new pattern urbanization in hilly areas ofSichuan Province, including the below basic framework. Firstly, strengthen theagriculture-based industry support. Promote agricultural modernization and improvethe level of agricultural industrialization and agricultural byproduct processingdegrees at full stretch. Secondly, drive, boost and complete urban system by countytowns. Establish a rational urban system focused on county towns and towns.Maximize the aggregate effect of integrated towns throughout the region in order to promote rural economic development. Thirdly, fulfill the urbanization of populationthough the remote urbanization and local urbanization. On the one hand, improve theoverall carrying capacity of existing towns. Attract farmers to live and work in towns.And achieve remote urbanization. On the other hand, develop township enterprises.Improve the function of the center of towns. Achieve local urbanization. Finally, thisarticle put forward approaches and suggestions of developing and speeding up thenew urbanization in hilly areas of Sichuan Province.
