Study Of The Inclusive Development In The New-style Urbanization And Its Path Selection In Hilly Region Of Sichuan

In Sichuan province,hilly area has nearly 50% of Sichuan,with 20% land of this province's territory.It's GDP compared to about two-fifths of the province's total.Hilly area is an important part of regional gradient propulsion in Sichuan,and occupies an important position in Sichuan economic and social development.With the gradual improvement of urbanization,large number of population in rural areas move to cities.This enlarges urban areas in hilly regions in Sichuan.Meanwhile,it also supplies enough labor for industrial development in these areas.The rapid growth of urbanization brings benefits to hilly areas in Sichuan,as well as some serious problems.Problems,like disharmony in development of semi-urbanization,population urbanization and land urbanization,and widening of urban-rural gap,become prominent and serious.They have negative influence on healthy and sustainable development of urbanization in hilly areas in Sichuan.They also have impacts to economic and social development that cannot be neglected.The inclusion of equal opportunities,equitable sharing,sustainable development and the contents of the new urbanization are consistent with the inclusive growth.It helps to solve increasingly prominent social exclusions and contradicting problems in the process of traditional urbanization development and provides ideas to new-style urbanization construction in hilly areas in Sichuan.This paper focuses on inclusive growth theory,and puts forward the idea of “problem raising—problem analyzing—problem solving”,aiming at exclusionary problems in the process of traditional urbanization development in hilly areas in Sichuan.It makes researches and discussions on how to realize inclusive growth path of new-style urbanization in hilly areas in Sichuan.This paper consists of seven chapters.The first chapter is an introduction,which briefly shows its researching background,meaning,literature review,difficult points,methods and techniques,etc.The second chapter gives definitions of concepts and theoretical basis.It firstly defines new-style urbanization and inclusive development clearly.Basing on this,this paper analyzes the logic relationship between new-style urbanization and inclusive development.Then it shows garden city theory,sustainable development theory and social inclusion theory,which are closely related with urbanization inclusive development,and lays foundation for subsequent chapters.Chapter Three gives a summary of relevant conditions of urbanization both home and abroad,and provides experience and lesson for new-style urbanization development in hilly areas.The fourth chapter gives a clear definition of hilly regions in Sichuan.Based on this,the paper concludes general situations and constraint factors of economic development and new-style urbanization.The author of this paper selects Nanchong,a particular city in Sichuan,as researching object.It introduces 3D analytic framework to study present situations and features of urbanization development,as well as social exclusions and problems brought by traditional urbanization.Chapter Five constructs an indicator system to research the degree of new-style urbanization inclusive development in hilly areas in Sichuan.It finds that The new-style urbanization inclusive development is not balanced.Justice and fair share are weak links.And people pays no enough attention to regional sustainable development.There are large gaps in different cities.Within a single city,the gaps are large too.Based on mentioned chapters,the sixth chapter comes up with path of new-style urbanization inclusive development in hilly areas in Sichuan from six aspects,such as citizenship of migrant workers,fusion of production,city and workers,urban-rural development balance,traditional culture protection,sustainable development and institutional innovation.In terms of hilly areas in Sichuan Province,the construction of migrant workers' urbanization pathways should be combined with local urbanization and urbanization.To achieve the tolerance of urban employment,it is necessary to implement the organic integration of the development of three.The development of urban and rural areas is the most important manifestation of the new-style urbanization and inclusive development.It is necessary to make the combination of urban driving and rural promotion,make full use of the resources of the city itself and the surrounding areas,and strengthen the urban development of the city Radiation driven capacity,so that urban and rural areas to bring the results of urbanization.To achieve the inclusive development of culture,we must protect the traditional culture,the continuation of traditional culture to keep the insane nostalgia.New-style urbanization inclusive development is to sustainable development,in the process of urbanization development should pay attention to the protection of resources and ecological environment,vigorously develop the construction of ecological civilization.Institutional barriers have been the shackles of the inclusive development of urbanization.The inclusive development of new-style urbanization must reconstruct the system including land,employment and social security,and escort the new urbanization and inclusive development.
