China Postal Savings Bank since its inception, the rapid development of business, is a good development trend, in the transition to the modern commercial banks have achieved good results, and lay a solid foundation for the further development of Bayannaoer City branch, also created a good condition. However, in the current bank operation better situation, need to remain calm and rational understanding, clearly see the difficulties and challenges facing. Now the business is more and more species rich, the scene is more and more big, the risk is also increasing, the requirement and demand, the rapid development in the implementation of the business at the same time, also need to pay more attention to the quality and efficiency of its economic development.This paper uses the empirical and dynamic analysis method, the study and analysis of the existing postal savings bank of China Bayannaoer branch performance management present situation, through the interview and investigation, found before the performance management existed some problems, aiming at the main problems in China Postal Savings Bank branch in Bayannaoer City, based on the performance management theory next, put forward the reform measures, designs a new performance management system. In order to ensure the performance management system reform smoothly, the article puts forward some suggestion to establish effective reform measures.
