Since China's formal accession to the WTO in 2001,China's economy is facing great opportunities for development,at the same time,China's financial industry has been unprecedented challenges due to the large-scale entry of foreign Banks.At home,under the pressure of economic downturn and the influence of Internet finance,China's banking industry has seen a slowdown in the growth rate of bank profits and a rise in non-performing loans.In addition,with the further deepening of interest rate liberalization,the inter-bank competition has become increasingly fierce and Banks are struggling to operate.This prompts commercial Banks to realize that they should apply scientific operation performance evaluation methods,recognize their own development status,determine their competitive status,and take relevant measures to improve their operation and management level,so as to enhance their core competitiveness.Based on the operating performance evaluation system at home and abroad for reference,the relevant theoretical research and practical exploration experience,on the basis of using the balanced scorecard and other related theory as the instruction,the paper analyzes the current situation of T county branch management performance evaluation,and reveals the Chinese post office T branch of the current existing problems and causes of business performance evaluation system of the China post office T branch of business performance evaluation system is optimized,and put forward the China post office T branch to implement the optimized operating performance evaluation system of safeguards.The main conclusions are:(1)the Chinese post office T branch current operating performance evaluation system of performance evaluation system and bank performance evaluation index of strategic goals is not completely unified,design is not reasonable comprehensive,insufficient staff participation and recognition of the performance evaluation system,etc.,and its main reason is that performance management consciousness weak,curing mechanism of system of performance evaluation,lack of scientific performance evaluation of advanced theory to guide the defects etc.(2)the optimization of the performance evaluation system of China postal savings T branch should follow the principles of strategic relevance,practicability,reliability and comprehensibility.The balanced scorecard is used to optimize and design the indicators from the financial dimension,customer dimension,internal process dimension and learning and growth dimension.At the same time,the analytic hierarchy process is used to determine the weight of performance evaluation indicators,so as to make the performance evaluation system of China post office T branch more reasonable,comprehensive and systematic.(3)the application of the optimized balanced scorecard based business performance evaluation system of China post office T sub-branch to evaluate its business performance in 2018 shows that China post office T sub-branch should focus on and improve: reduce cost and increase efficiency,strengthen cost control;Optimize asset structure and improve risk prevention ability;Do the work of customer extension and customer maintenance,enhance customer stickiness,improve customer satisfaction and loyalty;Improve the internal process,improve staff efficiency;Focus on employee needs and motivate employees to work and learn.(4)the implementation of the operational performance evaluation system of China post office T branch must be guaranteed by strengthening the construction of the evaluation system,improving the information management system and enhancing the performance awareness of the whole staff.
