Transformation and sustainable development of many resourcebased cities in their development process must face problems. With the continuous economic and social development, resourcebased cities widespread irrational industrial structure, ecological and environmental protection pressure, urban infrastructure construction lag and other issues, and the impact these have become the bottleneck of sustainable urban development. Based on the concept of scientific development and sustainable development under the guidance of theory, combined with the town of Ordos City Zha Sake development practice, sustainable development of resourcebased cities and towns in several key areas of priority research.Through the town of Ordos City Zha Sake natural conditions, socioeconomic development of recent developments, comprehensive utilization statusround, multilevel analysis, indepth and systematic analysis of the Zha Sake town in sustainable development facing deep seated contradictions and problems. Through empirical data analysis pointed out the economic and social development Zha Sake town, there is not reasonable industrial structure, economic development and social development is not synchronized, ecological and environmental protection enormous pressure dual structure of urban and rural development and other issues outstanding.Contradictions and problems on the above analysis, according to the theory of sustainable development, the paper Zha Sake town, the future strategic orientation for sustainable development, and ultimately raise Yinjinhuoluo rational sustainable development strategy to be implemented in three major transformation, namely relying on natural resources by the community resources to build a transformation from urbanrural split transition to urban and rural development, ecological degradation by the regional construction transformation to a green area. Combined with practical recommendations to strengthen resource development planning guidance, to establish a scientific performance evaluation system, and the establishment of a sustainable longterm strategic system.
