Research On The Operation Mechanism Of Science And Technology Innovation Platform Of Shandong Peninsula Blue Economic Zone

Innovation is crucial for an enterprise or a country, and scientific and technological innovation platform becomes very effective carriers for technological innovation activities, therefore, in recent years, both the governments and academic pay more and more attention on the construction and research of the regional innovation platform of science and technology. In January2011, the Shandong peninsula blue economic zone development plan was approved by the state council, establishing the Shandong peninsula blue economic zone became China’s first regional development strategy focused on the development of Marine economy. This region gives priority to the development of Marine economy, therefore, improving the level of the region’s Marine science and technology innovation and ability, and the Marine industry structure become the main task of the region, and establishing and perfecting the Shandong peninsula blue economic zone innovation platform of science and technology become an effective way to promote the region innovation ability of science and technology.In this context, this paper mainly introduces the relevant theoretical basis of regional science and technology innovation platform, in generally, the regional science and technology innovation platform is mainly composed of research and development platform, industrialization platform and innovation service platform, it is a complex network organization involving governments, colleges and universities, enterprises and intermediary agencies. Then this paper analyzes the advantage and the experience for reference of American silicon valley’s and the Japan’s regional innovation platform of science and technology, and the construction situation and existing problems of Shandong peninsula blue economic zone of science and technology innovation platform, and combined with the experience of the United States, Japan and the problems of its own, puts forward the suggestions to improve the running effect of the blue area scientific and technological innovation platform.Using the theory of "three screw" and "collaborative innovation" theory, the paper analyzes the running mechanism of the blue area innovation platform of science and technology, points that the regional platform is a mixed group consisting the government, university and industry, and shows the running mechanism of the platform from four dimensions:strategic coordination, organization coordination, resource coordination and system coordination, finally introduces the health security to ensure the efficient operation of blue area innovation platform of science and technology:the mechanism of organization and coordination mechanism, enterprise participation mechanism, and officer production-study-research cooperation mechanism.
