According to the background of economic globalization and regional economic integration, regional tourism cooperation has become one of the biggest trends and a hot tourism problem in the world. It also becomes an important area that can affect the tourism development orientation and competitiveness of every country in the world .In 2005, regional tourism cooperation has become a new climax in China, the cooperation's sphere becomes wider, cooperation is more active and the contents are all-including.Eight cities of Shandong Province including Qingdao, Jinan , Yantai , Weihai, Rizhao , Weifang , Zibo , Dongying convened the first joint meeting in Qingdao on September 15 , 2004,and signed "Shan Dong Peninsula city group tour cooperation declaration " to set up the peninsula city group tour complex and construct the no obstacle tourism region of the peninsula city group together.
