Study On The Efficiency Of China 's Manufacturing Industry' S Independent Innovation Under Resource Constraints

"Twelfth Five Year Plan" period, industrial upgrading and innovation are the two main themes of China’s economic development. The real economy, especially the manufacturing industry, always bear the arduous task of upgrading of the industrial structure and transforming the mode of development. After the2008global financial crisis, with the European and American economic rebound, the world economy is to fully recover, but the financial tsunami brought "Aftershock" has not yet ended, the international economic recovery will be a tortuous road. From the domestic economic situation, Enter the middle development stage of economic development inevitably, a recovery in domestic demand instability, lack of stamina, tight resource constraints, on the other hand, part of the industry overcapacity and industrial structure adjustment difficulties, causing outbreaks of many deep-seated contradictions. In the face of "domestic trouble and foreign invasion" situation, we must strengthen the ability of manufacturing industry independent innovation. From the traditional new classical growth theory, the technological progress of a country has two channels:first is to rely on the introduction and imitation innovation; second is to rely on the improving of the innovation efficiency to acquire new capabilities. However, China’s manufacturing industry has been the existence of "indigestion" phenomenon, FDI technology spillover effect is not obvious. And in some industries and regions, the negative effect on the other. Some foreign scholars also research shows that, depending on the introduction of foreign capital could not completely change the situation. Therefore, to increase the innovation resources and to improve independent innovation efficiency is the inevitable choice to promote independent innovation ability. However, the resources are limited, but efficiency can alleviate the contradiction between resource constraints and technical promotion. From this point of view, to improve the innovation efficiency is the main way to enhance China’s manufacturing capacity for independent innovationThis paper uses DEA model to analysis of2006-2010China manufacturing29sub industry data and calculate the Malmquist index. For decomposition, respectively to study on contribution of each component of ML index to our manufacturing industry independent innovation efficiency progress. Then further analyze the factors affecting the industry technical innovation efficiency in china. The results found that the overall upward trend of China’s manufacturing efficiency is mainly due to the technical progress and scale efficiency. From the factors that affect the manufacturing efficiency of technology innovation, we could know that business performance, institutional factors, the efficiency of technological innovation and firm size is significantly positive correlation between manufacturing industry innovation efficiency; Government intervention, and technology introduction was positively correlated with the efficiency technology innovation. This shows that, to promote the innovation efficiency of China’s manufacturing industry should focus on reducing in direct government intervention, perfecting the market system and expanding the business scale and motivating creative enthusiasm.
