A Study On The Problems In The Operation Of New Rural Cooperative Medical Insurance System In Jiangdu District

In2003,the CPC Central Committee,State Council made a significant policy of establishing a new rural cooperative medical system.in order for masses of farms living in rural areas to enjoy medical care of high quality.In a bid to have a further understanding of the performance of new rural cooperative medical syetem,the situation in Jiangdu District has been studied.The last10years has witnessed the development of the new rural cooperative system in Jiangdu Distinct,which has had a great impact on farmers in rural areas.However,many problems have arisen during the process, having a negative influence on the effects as expected with methods of document analysis, theoretical analysis,questionaire and topic interview, and based on the investigation of the performance of the new rural cooperative system in Jiangdu District,relevant proposals have been put forward in this thesis,providing reference for putting the new rural cooperative medical system into practice.This thesis is divided into five parts.Part1:Introduction.which introduces the background of problems related to the new rural cooperative system.and the purpose as well as significance of the study.the research review at home and abroad along with the research methodology.Part2.Introduce the basic defination of the new rural cooperative medical system.The theoretical basis.that is.to apply public goods theory and agent theory to build the theoretical foundation for the new rural cooperative medical system.Part3:The analysis of existing problems in the implementation procedure of the new rural cooperative medical system in Jiangdu District.The current situation of new rural cooperative medical system is displayed from four aspects,including mode,paticipation,fund raising situation,benefit situation,etc..Besides,some surveys about farmers’satisfaction-level are conducted,based on farmers’paticpation and their understanding of the new rural cooperative medical system as well as their satisfaction with the new rural cooperaive system and designated medical institutions, Part4:Problems reflected in the surverys and the analysis of the causes of problems.According to the surveys,the existing problems in the operation procedure of the new rural cooperative medical system in Jiangdu Distinct are reflected.Thus.its causes are analyzed.Part5:A series of proposals on how to improve the new rural cooperative system in Jiangdu District are come up with,intended to solve the relevant problems.
