Research On Financial Support Of Agricultural Industrialization Development In Heilongjiang Province

In our country, Agricultural industrialization is the radical innovation of deepening rural economic system reform, is also the fundamental way of improving agricultural efficiency, increasing farmers’income and rural development, is the objective need and inevitable choice of transforming traditional agriculture and realizing agricultural modernization. Since the early1990s, Heilongjiang provincial government put forward the agricultural industrialization, to a certain extent, effectively resolving the contradiction between small-scale farmers and big markets existing in agricultural development, greatly improving the agricultural marketization level. Through over20years of practices, the industrialized operation of agriculture in Heilongjiang province, whether scale or benefit, has achieved a certain degree of development. Then the rapid development of agricultural industrialization requires further corresponding rural finance. However, the available rural financial products and services in Heilongjiang province are still very imperfect and the financial supports to agriculture relatively lag. Obviously funding issues have increasingly become a bottleneck in agricultural industrialization development of Heilongjiang province. Based on this, the study carries on a research on the actual situation of agricultural industrialization and financial support in Heilongjiang province.Firstly with the western rural financial theory, the agricultural credit subsidies theory, imperfect competition market rural financial market theory and theory as the basis, this article provides reliable theoretical guidance to the research of subsequent sections. Secondly by using the combining analytical methods of theory with practice and theory, qualitative and quantitative, it generally and objectively expounds current situations of the development of agricultural industrialization in Heilongjiang province, through the subject of agricultural industrialization analyses the financial needs in the development of Heilongjiang provincial agriculture, from finance, credit, capital market and folk debit and credit, elaborates financial supply condition in the process of the development of the agricultural industrialization in Heilongjiang province. With regard to some problems and restricting factors of the finance supporting development of agricultural industrialization in Heilongjiang province, this paper puts forward the corresponding countermeasures. Including actively playing a role of the government’s support and guidance, perfecting the system of rural financial supply and demand, Completing credit guarantee and insurance system, leading folk financial supporting role, innovating financial products and services, and establishing a perfect agricultural legal system. So these ways optimize the financial environment in the agriculture development, promoting a healthy sustainable development of agricultural industrialization in Heilongjiang province.
