Study On Financial Support Of The Agricultural Industrialization In Heilongjiang Province

The reform and opening up30years, agriculture has gradually become the pillar industry of Heilongjiang Province. As one of the biggest agricultural base, agricultural industrialization development path is to transform traditional agriculture in Heilongjiang Province, raising farmers’ income, promote the urban-rural integration inevitably choice, is to build a new socialist countryside and the only way to realize agricultural modernization. But at the moment of Heilongjiang Province agricultural product processing is not high, the market competitiveness is not strong, farmers and agriculture in recent years, small and medium-sized enterprise often because of a lack of money and become helpless and the serious restriction and slow the pace of the farmers to get rich, influence the development of the industrialization of agriculture, so the research of Heilongjiang Province agricultural financial support is particularly important and urgent.In this paper, through analyzing domestic and foreign research literature review, define the concept of financial support to agriculture industrialization, and guided by the related theory, analyzes the present situation of Heilongjiang Province agricultural financial support, through the study found that the financial support of the industrialization of agriculture in Heilongjiang Province is the main force for Commercial Banks, Agricultural Development Bank of China, Rural Credit Cooperatives, in addition that insurance institutions to agricultural industrialization also to have certain support and safeguard role. In view of the situation of main agricultural financial institutions, analysis of problems existing in the financial support of agriculture industrialization in Heilongjiang Province, there are mainly six problems: the first is lack of perfect agricultural industrialization commercial financial system; the second is the function of the Agricultural Development Bank of China industrialization service lack; the third, Rural Credit Cooperatives is not support the industrialization of agriculture; the forth is a single agriculture financial institutions and support agriculture product; the fifth is Agricultural industrialization inherent weakness restricts credit investment; the sixth is a serious lack of agricultural insurance and guarantee agencies.On the basis of the research problems, according to data from2000to2011in Heilongjiang Province, makes an empirical analysis using grey correlation analysis method, the following conclusions:the first is the agricultural industrialization cannot leave the financial support; Second, different financial resources and correlation of the industrialization of agriculture, no correlation between small financial resources play a proper role; the third, Heilongjiang Province agricultural financial support degree is not high, the strength of financial institutions to support agriculture to increase; fourth, Rural Credit Cooperatives financial support of the industrialization of agriculture of Heilongjiang Province more than Agricultural Bank of China and Agricultural Development Bank of China, Rural Credit Cooperatives are the main force, Heilongjiang Province agricultural financial support at the same time, Agricultural Bank of China and Agricultural Development Bank of China need to strengthen support for agriculture industrialization.At last, by using the experience of agricultural financial support at home and abroad, combined with the actual situation of Heilongjiang Province, and puts forward some countermeasures to suggestion: establish and improve the agricultural industrialization commercial financial system, improve the policy financial function of the Agricultural Bank of China, improve its strength of Rural Credit Cooperatives. At the same time, to strengthen the rural financial market service and product innovation, the government should play the role of guidance and support, improve the mechanism of agricultural insurance and guarantee system.
