With the advent of the era of knowledge economy, innovation is increasingly becoming a key factor affecting a country’s overall competitiveness. Enterprises are the subject and backbone of technological innovation. So large and medium-sized enterprises’ technological innovation is, not only for their own benefit, but also related to a country’s technological level and competitiveness level. Due to the existence of high-risk, high investment, income uncertainty, positive externalities and public goods, and many other issues, which making many companies are not enthusiastic about technological innovation, the Chinese government formulated a series of policies to promote innovation and business innovation.This paper focuses on whether a series of innovative government policies have an impact on China’s large and medium industrial enterprises in technological innovation performance, the impact is positive or negative impact and to what extent. This article selects direct government funding for large and medium-sized industrial enterprises in technological innovation, tax incentives, and government spending on innovation activities of universities and R&D institutions, government expenditure on human capital building as five study variables of innovation policy system of government. After indexation treatment of the relevant data of30provinces in the past12years, use data envelopment first to measure the large and medium-sized enterprises’ technological innovation performance. Then, create a panel model with these five government innovation policies as input variables, and enterprises’ technological innovation performance value as the output variables, using Stata software panel regression model and testing. The results show "direct government funding for large and medium-sized industrial enterprises in technological innovation" and "government’s expenditure on research and development activities in its R&D organization" a significant negative effect on the large and medium-sized industrial enterprises in technological innovation, while "human capital policy" and "expenditure on R&D activities in university policy" for large and medium-sized industrial enterprises in technological innovation have not obvious positive effect, and "tax incentives" have not obvious negative effect. Accordingly, the provinces should optimize and improve policies based on the actual situation, for those policies which fail to produce significant positive impact on the large and medium-sized industrial enterprises in technological innovation performance should increase investment, so that they can give full play to the positive business innovation the incentive effect, while those policies which have a negative impact, need be adjusted and optimized, so that they can play a positive role in promoting large and medium-sized enterprises’ technological innovation performance.
