The role of small and medium enterprises in the development of social economy is becoming more and more obvious, it is the basic force to promote economic development, now the topic the same world is note the development of small and medium-sized enterprises, attention should also support and promote the development of small and medium-sized enterprises. After a series of research on small and medium sized enterprises conclude, abroad have accumulated a certain amount of research, the relationship between literature on organizational culture and entrepreneurial orientation, but in our country this kind of literature is not much, so we have to face such a situation, the related research for small and medium-sized enterprises, organizational culture and entrepreneurial orientation is still some short, we still need hard, step forward.The theoretical system of the paper first reviewed the organizational culture and business oriented small and medium enterprises. Tailored to the dimension of the variables as the research object in the paper. After that, the research framework and hypotheses in the study and review of the literature as the basis for scientific design of the questionnaire, the analysis and hypothesis testing related data in the Kunming area of the questionnaire survey, in order to study the relationship between the small and medium-sized enterprise organizational culture and entrepreneurial orientation. The conclusion is, tissue culture of flexibility and extroversion higher corresponding entrepreneurial orientation and its dimensions is higher, that is to say the organizational culture of flexibility and extraversion and entrepreneurial orientation and its dimensions are in direct proportion to. But on the contrary, the stability of organizational culture is higher relative introversion and entrepreneurial orientation and each dimension is low, that is to say the stability of tissue culture and introversion and entrepreneurial orientation and its dimensions is the existence of an inverse proportion. Finally, combined with the existing in the organizational culture construction problems of SMEs in China, puts forward the reasonable countermeasures of science based on this conclusion, to cultivate a good entrepreneurial orientation as the goal.
