Empirical Analysis On The Influence Of Shanghai Private Car Camera Auction System On Private Car Development

As entering21’st century, with the economic development and the improvement of people’s living standard in China, the number of household automobile has increased sharply. The huge demand for private car provides a powerful driving force for China’s automobile industry. But the growth of household automobile also has its drawbacks:too many vehicles exert temendous pressure to the limited road capacity of large cities like Beijing and Shanghai; excess emissions also have caused air pollution problem.So far in China, only two cities (Beijing and Shanghai) have introduces specific policies to control the growth of household vehicles. Beijing’s policies focuse on the use of private cars which have limited control. By starting from the source, Shanghai takes an auction system to release limited car license plates every month. This policy has been proved very efficient in controlling the number of household vehicles, but the increasingly high price of the license plates has led to the dissatisfaction of car buyers in Shanghai area.By using statistical methods, this paper first analyses the factors that affect the growth of household vehicles and finds most important ones in China area. Then the author introduces the development of Shanghai’s Urban Transportation System and analyses the relationships between the bus, subway, taxi and household vehicle. Then the paper focuses on the license plate auction system and analyses its effect on the household vehicels in Shanghai from three angles:the total number of household vehicles, the sales of new cars, and the type of cars sold. Based on the results of former analysis, in the end, this paper gives an evaluation to this auction system in Shanghai and some suggestions for the future development.
