| The taxi industry is closely related to folk’s daily life. However, many problems exist in this field. The author holds the viewpoint that the measure of controlling taxi numbers dynamically has great significance in solving related issues on the basis of analyzing the current situation of the taxi industry. Auction is the preferred method of taxi license releasing due to its transparency, publicity as well as fairness. The design of auction mechanism is very complex yet before it to be effective.The paper discussed the functions of taxi. In accordance with the author, Beijing should focus on substitution effect to cars, the Beijing Taxi is an important part of public transportation which meet the individual needs of the general population while most residents are lead to take buses, trams and subways with high-capacity.With the target of efficient allocation, promote competition and full realization of the economic value, the author designed the two-stage auction model consisted of open ascending price auction and sealed-bid auction which is proved effective and optimal, expounded advantages of this model in entrance encouraging, conspiracy preventing as well as value finding. Moreover, differences in economic strength among taxi companies were fully considered because bidders are free to choose from three different scales of taxi license plate which were auctioned independently and simultaneously.As regards auction mechanism of Beijing taxi license plate, the author attached importance to supervision of taxi companies and drivers in occupational requirements, quality of service and reputation. Besides, it’s necessary to take variation of riding trips between cars and taxies into account in quantity determination of taxi license plate. Moreover, the sealed-bid auction stage should begin when bidders in open ascending price auction are twice over auction targets. Furthermore, rules must be clearly established with respect to taxi license plate circulation and disposition. |
