For China which is under high-speed economic development, petroleum is a strategic resource of great importance as well as the lifeblood to decide the safety of the country. With the economic development, the demand of petroleum products also grows. The district of Deyang is a significant sales area of Sichuan Branch of PetroChina as well as the key of the future development. Baofeng Depot acts as the link that coordinates the oil production and organizes oil transportation in the market supply of petroleum products in Deyang. However, as Baofeng Depot was constructed and put into use long before, the planning and design, process engineering, infrastructures and supporting services can no longer satisfy the sales strategy of PetroChina, and the depot is confronted with a series of problems, such as shortage in capacity, backward in technique and low automation level. The thesis targets at the technical innovation in the expansion of Baofeng Depot, and studies the necessity in the technical innovation in the expansion of the depot on the basis of the market conditions of petroleum products in Deyang, the current situations and problems of the depot, the overall strategic requirement of the company, and the engineering construction index and technical index of the expansion of the depot, which integrates investment estimation and financial analysis. Finally, the expansion scheme of the depot is evaluated from multiple angles, such as engineering feasibility, technical feasibility, financial feasibility and investment risk, which verifies the feasibility of the expansion engineering of Deyang Baofeng Depot, determines the optimal scheme, and puts forward the project proposals.
