Study On The Transformation Of Agricultural Science And Technology Achievements And Major Projects In Shanxi Province

Agriculture is the base industry of national economic development and the science and technology are the primary productive forces. To develop agricultural science and technology and making it quickly into productive forces is the fundamental way for agricultural development. Since reform and opening, in Shanxi province, the development of agricultural science and technology has made considerable progress and has played a vital role as a powerful technical support in agricultural production. However, due to various reason, the conversion rate of agricultural science and technology achievements is not high, the benefits of the primary projects of achievements transformation is not good. Therefore, according to the spirit of No.1central file2012, speeding up the agricultural science and technology achievements’ transformation is great significance for the development of modern agriculture.This pager, through studying Shanxi agricultural science and technology achievements’ transformation and the primary projects executing status quo, analyzing the main difficulties and the constraints factors of agricultural achievements’ transformation and the primary project, has made some advances and proposals for speeding up agricultural achievements’transformation and gave some countermeasures of improvement for primary projects executing efficiency.The author think that the financial input for the agricultural achievements’transformation and the primary projects should be increased, and build a new variety of input mechanisms; strengthen the service system of agricultural achievements’transformation; promoting the combination of " government, production, learning, research and utilization", accelerate the speed of transformation; strengthen the agricultural technology management, establish the performance evaluation mechanism of the primary projects executing; improve the peasant quality and increase their absorptive capacity of achievements; make "one village one product" and "one county one industry" as an important entry for agricultural modernization; enhance the key technology achievements’transformation, then which can comprehensively improve the efficiency of the agricultural science and technology achievements’transformation and the primary projects executing, and promote the development of modern agriculture in Shanxi province.
