Benefit Evaluation Of Major Agricultural Science And Technology Achievements Transformation Projects In Sichuan Province

Agricultural science and technology will play a more and more important role in agricultural development, but the new achievements in agricultural science and technology promotion is faced with many difficulties. Sichuan province has set up science and technology achievements transformation projects to solve the problem of the dissemination of the new agricultural science and technology achievements transformation. While the project evaluation can’t keep pace. Establish scientific and reasonable project benefit evaluation system has important significance in the evaluation for project benefit and guide the project application.Building a science and technology achievements transformation projects benefit evaluation index system, based on Input and Output Theory, Technical and Economic Theory and the Theory of Transformation of Scientific and Technological Achievements, in this paper. Using the grey relation analysis and DEA to analysis the data, which from the major agricultural science and technology transformation projects in Sichuan province in the first batch of 23 projects. Finally, putting forward a project benefit optimization direction and specific proposals to effective improve the efficiency of the transformation project according to the results of the study.Research conclusion includes:(1)The number of science and technology achievements transformation projects increases year by year. Project is given priority to with production technology and carried out by the enterprises of 5 to 10 years. Implementation effect, which pass rate was 86%,is relatively good.(2)Transformation project overall benefit is not ideal. Processing projects have good benefits, which is 17% of the total. Large-scale breeding projects have the general benefits, which is 47% of the total. Agricultural equipment projects have the worst benefits, which is 36% of the total.(3)Non-reasonable project structure、short project implementation period、excessive use of project funds and non-professional people led to the poor benefits.We can use structure、period、funds and people to improve business efficiency according to the conclusion. Specific advice including(1)Clearing declare project structure combination; (2)Innovation project execution mode of cooperation; (3)Improving the mechanism of fiscal funds disbursed;(4) Improving enterprise selection criteria.Innovation of this article is mainly on the objectivity of the evaluation, which based on the objective evaluation method.
